1) OKNA’s 2020-21 board members
Candidate filing has closed for the upcoming Overlook Neighborhood Association board elections. Eleven OKNA members have volunteered to serve the neighborhood on the board. Because there are fewer than the maximum 12 members, we will forgo the election this year. We’ll have more information about the board members in next week’s neighborhood update.
The new board will meet for the first time on Tuesday Oct. 6. At that meeting, the board will select executives and committee chairs.
Please welcome OKNA’s 2020-21 board members. If you run into one of them, thank them for everything they do to make Overlook Portland’s best neighborhood.

We’ve begun recording our meetings for inclusion on our YouTube channel. If you’re not able to attend a meeting but would like to keep up with what your neighborhood association is doing, check them out. The Sept. 1 board meeting is now available.
3) A few seats remain for concert at Overlook House tomorrow
The Friends of The Historic Overlook House are excited to invite neighbors to the back lawn for a Labor Day concert featuring local band The Catnip Brothers. Join your neighbors for an evening of Bakersfield Honky Tonky and genre-hopping hi-jinx in the fabulous rose garden.
The concert will take place on Monday, Sept. 7, 4-6 p.m. at the Historic Overlook House (3839 Melrose Drive).
Event capacity is limited to 50 people due to Gov. Kate Brown’s limitations on gatherings. Review all event guidelines posted on the Eventbrite page prior to confirming your attendance.
The Friends of The Overlook House is a 501(C)3 non-profit organization.
4) Interstate Bridge closure begins Saturday
The bridge closure that the Oregon Department of Transportation has been warning North Portland about all year is finally upon us.
At 12:01 a.m. Saturday, Sept. 12, crews will begin closing the northbound span of the Interstate Bridge on Interstate 5, which will remain closed until 11:59 p.m. Sunday, Sept. 20 while crews replace the trunnions, which are mechanical parts that help raise and lower the bridge.
During the nine-day closure, northbound and southbound traffic will share the three lanes and sidewalk on the southbound span. Movable concrete barriers will allow two lanes of traffic in the busiest direction, with two southbound lanes open for the morning commute and two northbound lanes open for the afternoon commute.
The sidewalk on the southbound span will remain open at all times for people walking or riding bicycles.
Ramp closures
During the bridge closure, four ramps in the project area will close for traffic control and to ensure a safe work zone:
- Marine Drive on-ramp to I-5 north in Portland.
- Hayden Island on-ramp to I-5 north in Portland.
- I-5 north to SR 14 off-ramp in Vancouver.
- SR 14/Washington Street on-ramp to I-5 south in Vancouver.

Sept. 21-27: Lane closure on I-5 south
The left lane on the southbound span will close Sept. 21-27 around the clock as crews upgrade the median barrier, remove equipment and wrap up the project.
Other impacts
Before and after the September closure, travelers should expect occasional night lane closures on I-5, up to 30-minute bridge lifts on the northbound span and nighttime ramp closures between Victory Boulevard in Portland and SR 14 in Vancouver.
