PublicAlerts is a nimble, powerful communication system connecting residents to real-time information. Through a combination of phone, email, text, web and social media messages, the system can reach any number of Multnomah County residents in any situation where fast, effective communication is essential to their safety. Most landline phone users with published numbers are already included in the system. Cell phone users who wish to receive notifications must register their numbers with PublicAlerts.

What types of emergency notifications can I expect to receive?

The telephone number(s) you register will receive notification only when their associated addresses are impacted by an emergency. Notifications may provide awareness or urge action depending on the kind of emergency present. Here are some examples of emergencies that may trigger the use of the PublicAlerts notification system:

  • Severe flooding
  • Hazardous material spill or release
  • Water main breaks or other service outage
  • Boil water notice
  • Large fires
  • Tornado or other severe weather event
  • Hostage or terrorist event
  • Major landslide
  • Public health emergency
  • Earthquake
  • Volcanic eruption

How reliable is the delivery of emergency notifications from PublicAlerts?

While every effort has been made to ensure reliability of the systems the City uses, delivery of PublicAlerts services is heavily dependent on external networks outside the City’s control. The City is actively working with service providers to increase the reliability of these notifications. Below are some examples of service limitations.

Email: While email is often the fastest way to deliver information, your ability to receive emails may be disrupted if the networks are damaged or at maximum capacity.

Text Messages: Most wireless carriers do not guarantee delivery of text messages. Check with your wireless service provider to learn whether outages and congestion may impact text messages from PublicAlerts.

Telephone: This method sends pre-recorded messages to your phone, but it may be disrupted if your wired or wireless carrier is experiencing network congestion, outages, or you have poor reception.

Website: The City’s website has been designed to handle high volumes of users with little or no affect on performance. However, you may not be able to access certain websites if your Internet Service Provider (ISP) is experiencing outages.

Twitter: Tweets may also be delayed and allow the fewest number of characters to deliver a message.

Are there others ways to receive emergency notifications?

Yes. PublicAlerts is one among several methods of emergency communication. City and County officials still work closely with traditional broadcast and print media to reach the public. Emergency information is also available through the Portland Bureau of Emergency Management’s website (www.portlandoregon.gov/pbem), and the Emergency Alert System (when appropriate).
