1) Public hearing on the future of neighborhood associations
On Thursday, Nov. 14, the Portland City Council will meet in North Portland for a public hearing and discussion about the so-called 3.96 code revision that would eliminate neighborhood associations from explicit identification in the city code. The Overlook Neighborhood Association opposes the changes, which emerged from a flawed process that excluded many stakeholders.
Commissioner Chloe Eudaly and the Office of Community and Civic Life (OCCL) has introduced a resolution to postpone the code revision so that an interagency city workgroup could review the rest of the code for potential changes. Groups that have rallied to support neighborhood associations are still reviewing the recently released resolution, and it appears to raise new concerns about how the city will proceed.
Neighbors are encouraged to attend the hearing on Thursday to learn more about this process that could have profound impacts on Overlook and every neighborhood. If you have views on the value of neighborhood associations and their role in the city, we encourage you to testify at the hearing.
The meeting will take place at Self-Enhancement, Inc. (3920 N Kerby Ave.), 5:30-8 p.m. Doors open at 5. Food, refreshments and childcare will be provided.
2) Leaf Day scheduled for Overlook
The leaves are falling from the trees, and that means Leaf Days are here. The City of Portland does leaf pick-ups in a few lucky areas, including the Overlook Triangle (the neighborhood south of Going Street and West of Interstate Avenue). This year’s pickup in Overlook will take place on Wednesday, Dec. 18. There is no fee for this taxpayer-funded benefit.
Check the Overlook email update the weekend before Dec. 18 for instructions about raking leaves into the street and making room for the sweepers. You can also learn more at the city’s Leaf Day webpage.
Overlook residents who don’t live in the zone must put leaves in their green compost bin or find some other suitable and legal way to deal with leaves that fall on their property. The city won’t pick them up. Please do not rake leaves into the street where they will clog sewers and potentially cause flooding.
3) Adidas employee store pass for Overlook
Adidas invites Overlook neighbors to the company employee store. Neighbors will receive the employee discount of up to 50 percent off most items including shoes and clothing.

4) I-5 ramps closed
Did you notice all the backed up traffic on Interstate 5? The Oregon Department of Transportation has closed the I-5 south ramp to I-405 south and the N Going Street on-ramp to I-5 south for the weekend. They are scheduled to re-open Monday at 10 a.m.
The ramps also will be closed Wednesday through Friday nights, 9 p.m. to 5 a.m. this coming week.
