Thank You to Northwest Housing Alternatives and Salazar Architects!
A BIG Thank you to the development team at Northwest Housing Alternatives and Salazar Architects for coming to the 1/8/2024 OKNA meeting to present progress on the M. Carter Commons affordable senior housing apartment building, to be located at the SW corner of N Interstate Ave and N Overlook Blvd.

PBOT – Share your feedback with the North Portland in Motion team by January 31
North Portland in Motion’s third and final online open house and survey launched on December 21. Over the past few weeks we have received nearly 400 survey responses.
If you want to participate, but are short on time feel free to skip through the survey and give us feedback on the projects and recommendations that matter most to you.
The online open house and survey will be open until January 31, 2024.

Beach Elementary Bike Train!
The Beach Bike Train is back. Those that want to participate are invited to join in every Friday morning (rain or shine).
Meet at the corner of N Concord and N Killingsworth by 8:25, rolling out at 8:30.

Help guide the development of a cultural business hub in N/NE Portland!
The Interstate Corridor Tax Increment Finance (TIF) District has $32 million in tax increment funds (TIF) for economic and redevelopment purposes. The N/NE Portland Community Development Initiative, established by Prosper Portland and guided by an advisory committee, developed an Action Plan to guide the investment of these resources.

Opportunity for Public to Review and Comment on the Proposed Changes to Residential Garbage and Recycling Rules
The public is invited to review proposed changes to the residential garbage and recycling administrative rules for customers receiving waste collection services. The City of Portland is the regulatory authority over solid waste collection in Portland, which is codified through Portland City Code and detailed in administrative rules.
This notification is an opportunity for the public to review and comment on the proposed changes that reflect public feedback gathered by BPS staff.
The proposed changes to the administrative rules include the following:
- Improved requirements for haulers in providing high-quality customer service
- Adding household battery collection service
- Emission reductions from collection trucks
- Driver protections and insurance requirements
- Policies that support the State of Oregon’s Recycling Modernization Act
- Required customer access to online payments
Interested parties can email comments to wasteinfo@portlandoregon.gov; the deadline is 12 p.m. on February 8, 2023. If you would like to attend the public hearing in person or by a video conference meeting on February 8 from 3pm – 5pm. Join Civic Life at an info session to learn more about the District Coalition Office (DCO) model change!
Civic Life’s DCO model will move from 7 to 4 service areas which will all be supported by nonprofit-run district offices. Neighborhoods and neighborhood associations (NA) will continue to have representation at the City and receive support from Civic Life in this new model.
We are aligning the DCO boundaries with the adopted Independent District Commission map to ensure DCOs serve roughly equal populations with shared characteristics and interests.
These info sessions are for anyone living in Portland and anyone can attend any session, regardless of where in Portland they reside.

Madrona Park Volunteer Planting Event – Sunday February 17, 10am-1pm
Help keep Madrona Park healthy with Portland Parks & Recreation and the Overlook Neighborhood Association. We will be planting native trees and shrubs to increase biodiversity and improve habitat for local birds and wildlife. Please dress for the weather, wear layers and rain gear, wear sturdy closed toed shoes, and bring personal water bottle and snacks. Tools, gloves, and project instruction will be provided.
Registration is required. To register, please fill out the registration form.
