City clarifies leaf removal opt-out process

(Portland, Ore.) – The City of Portland Bureau of Transportation announced today that it has simplified opt-out requirements for customers in the City’s 28 designated leaf removal districts. The change was made to minimize confusion and ensure that everyone wishing to opt out of the fee this year can comply. The new opt-out application and affidavit form is now available online at www.portlandonline.com/transportation/leafremoval.

City trucks began collecting leaves and cleaning streets in leaf districts on November 3 and will continue through December 15 this year. This year marks the first time the City has charged for leaf removal and street sweeping in neighborhoods with high concentrations of mature street trees, where fallen leaves clog storm drains and cause slippery road conditions.

In the face of declining transportation revenues, the fee was enacted to help cover the costs of leaf removal, a service provided only in Portland’s leaf districts. Leaf trucks will col

lect all leaves between the curbs on the streets in these districts.

Residents and property managers in the leaf districts will receive a bill after the final sweep in their neighborhood. That mailing will include the leaf removal bill, an opt-out application and affidavit form, and a letter explaining the program.

The City recently simplified this year’s opt-out program requirements to minimize confusion.  Customers can qualify for an exemption to the leaf removal fee if they declare that they removed the street leaves themselves, they paid someone else for the service, or they have no street trees near their property and the trees in their yard do not drop leaves in or near the street. Customers must complete an application form and affidavit that the information they provide is true. No additional receipts or photographs will be necessary.

If a customer submitted an earlier opt-out application, they do not need to complete this new application and affidavit form.

This weekend is the first of three weekend leaf depot operations for the public to drop off their leaves at a nominal fee. Only leaves will be accepted; no other yard debris will be allowed. Depots will be open from 9:00 a.m. to 4:00 p.m. at the following locations and dates:

· November 13, Saturday – Lents Park and Westmoreland Park

· November 14, Sunday – Gabriel Park

· November 20, Saturday – Stanton Yard and Westmoreland Park

· November 21, Sunday – Gabriel Park

· December 4, Saturday – Lents Park and Westmoreland Park

· December 5, Sunday – Gabriel Park
