1. Portland Fire & Rescue Announces Smoke Alarm Giveaway

Portland Fire & Rescue (PF&R) is handing out free smoke alarms to owners of single family homes in Portland through November 30th. As fire agencies statewide join together in support of the 2010 Fire Prevention Week theme: “Smoke Alarms: A Sound You Can Live With”, PF&R wants to reinforce the message that fire safety starts in the home.

“A critical improvement in fire safety that everyone should know about is that in addition to having a working smoke alarm on every floor, every sleeping area (bedroom) in your home should be outfitted with a working smoke alarm, and existing smoke alarms should be replaced every 10 years,” said Fire Marshal Erin Janssens. “This could be the single most important step homeowners can take to significantly increase their chances of surviving a fire.”

Through November 30th, single-family home owners can visit any Portland Fire Station and receive needed smoke alarms free (for self installation). To find a list of fire station locations in Portland, visit: www.portlandonline.com/fire/stations.

Fire Prevention Week is observed annually throughout the United States, marking the anniversary of the Great Chicago Fire. This fire destroyed a four-mile long part of the city and killed 250 people on October 9, 1871.

2. Home Repair Funds Available in Lents and Interstate URAs

The Portland Housing Bureau (PHB) has funding to help approximately 32 eligible homeowners in the Interstate Corridor and 15 homeowners in the Lents Town Center Urban Renewal Areas (URAs) through its Home Repair Loan Program. The program helps modest income home owners make critical repairs to their homes.

Homeowners can borrow up to $15,000.

The loan program doesn't require monthly payments or charge interest. At the beginning of the 11th year of the loan, 20 percent of the loan will be forgiven. After the 15th year, the loan will be completely forgiven.

The loan is a 0.00% deferred payment loan with an Annual Percentage Rate (APR) of 0.0012%, which results from $400 in fees PHB charges to administer each loan. PHB allows these fees to be financed.

Funds must be used to make critical repairs like fixing electrical hazards, replacing leaky roofs, removing mold, repairing failing porches, and addressing other health and safety items or building code violations.

Funding is limited to home owners who own and occupy properties located in either the Interstate Corridor or the Lents Town Center URAs. The Home Repair Loan Program is an urban renewal strategy to improve the housing stock and address blighted homes within these areas.

Generally, the Interstate Corridor URA overlaps portions of the Boise, Eliot, Humboldt, Kenton, King, Portsmouth and Piedmont neighborhoods. The Lents Town Center URA overlaps portions of the Foster-Powell, Lents, Mount Scott-Arleta, Powellhurst Gilbert, and Pleasant Valley neighborhoods. To see if a specific property is within one of these two URAs, search for the property on http://portlandmaps.com and click on the “development” tab.

To qualify, eligible homeowners must occupy the home and earn a household income of no more than the following maximums which are adjusted by the size of the household:

5: $61,550
6: $66,100
7: $70,650
8: $75,200

In addition to funding the program, PHB's construction coordinators assist eligible homeowners in developing a scope of work, obtaining competitive bids, reviewing these bids and ensuring the contractor performs the work in a professional and timely manner.
