3) Free Spay/Neuter Clinic (11/7)
The Feral Cat Coalition of Oregon will be offering free spay/neuter surgeries for feral and stray cats during the first week of November. This "Elect to Spay" special will be for clinics held Nov. 7-9 at our North Portland office.

5) Crosswalk Enforcement Coming (10/24)
The Portland Bureau of Transportation and Portland Police Bureau advise the traveling public that a crosswalk enforcement action is scheduled at the marked crossing of North Saint Louis Avenue and North Central Street on Wednesday, October 24, from 12:30 to 2 p.m. to raise awareness of pedestrian safety and traffic law.
This crossing features a pedestrian median island and provides access to adjacent TriMet bus stops and nearby St. Johns Park and St. Johns Community Center. A crosswalk enforcement action includes a pedestrian decoy positioned at marked or unmarked crosswalks. Drivers who fail to stop for pedestrians in the crosswalk and pedestrians who jaywalk may be issued a warning or citation by the Portland Police Bureau.
Crosswalk enforcement actions are an effective way to communicate pedestrian right of way laws to both drivers and pedestrians. The transportation and police bureaus do enforcement actions in response to community requests and to educate the general public on the rules at marked and unmarked crossings. 6) Are You A Budget Geek? (11/19)
The Office of Neighborhood Involvement (ONI) is starting our annual community process to review programs and develop a budget for Fiscal Year 2013-14. ONI’s Bureau/Budget Advisory Committee (BAC) expands and meets between November and February to develop the bureau’s requested budget and all are welcome. ONI expects to prepare significant cuts again this year and needs input on how to achieve these cuts while maintaining critical programs.

8) Halloween Approaches (10/31)
Just giving Overlook neighbors a heads-up… organized parties and supervised trick-or-treating seems to be the growing trend. Watch for 3 events that we’re already aware of.. Little Kids’ party at the Overlook House, Overlook Village merchants on N Killingsworth and an organized T&T event at the University of Portland dorms (for little kids with guardians). Oh, and some events that the Parks Department is putting on. Details to follow next week, or watch our Facebook page.

9) North Portland Neighborhood Services Small Grants Program 2013
Does your neighborhood project need funding?
The North Portland Neighborhood Services Small Grants Program (NPNSG) is a grant provided by the City of Portland, distributed by the Office of Neighborhood Involvement (ONI) and administered by NPNS. The goal of program is to provide neighborhood and community organizations the opportunity to build community, attract new and diverse members, and sustain those already involved. The continual support of this grant program has allowed a wide variety of community projects to be funded and implemented each year.
NPNS will be distributing approximately $20,000 total for community projects to be completed by December 2013. Grant application and selection will be administered by NPNSG committee members, made up of seven North Portland residents, occurring this winter January 2013.
You are encouraged to attend the free North Portland Neighborhood Services grant writing workshop:
Tuesday October 23 at 6:30 p.m. at the Historic Kenton Firehouse, 8105 N. Brandon St.
You will learn about grant writing, the application and selection process, meet committee members, learn about other projects seeking grant funding for possible collaboration, and how to get individual help with your grant.
